That appears to be straight out of the new account setup dialog in Universe:

cubs5a:/u1/local> mkdir ttt
cubs5a:/u1/local> cd ttt
cubs5a:/u1/local/ttt> uv

Obviously since the company is moving from PI/Open to Universe you *must* have 
IN2 compatibility....
