Whatever came with windows 98. Different from the one that came with XP. I'm guessing it's in how it does the VT100 emulation. It doesn't have any ability To tweek the mapping either.
For 99.9% of the time, this is absolutely all we need, and it's easy to use for Everyone. Don't really need to change at this point, it still works.
