Short answer is that you can't. At least not from the phone number. Numbers here are broken down into aaa-bbb-cccc; (aaa=area code; bbb=exchange; cccc=number). The area code tells you what state the phone was/is issued in, the exchange gives you the general area, and the number is simply sequential. There's no "Service Class" indicator.
My brother's cell phone was issued in Connecticut, has a 203 area code. He's lived in California for almost a decade now. So, you can't even reliably tell from his phone number what state he lives in.
