Are you actually clicking on the scroll bar itself, or in the white area to left or right of it?
If you have a lot of files in the directory, and you say click in the white to right of the scroll bar, It should display the bottom of the directory, and top of the directory for the left side. It also happens in programs like Adobe PDF reader, Foxit PDF reader, Open Office, Notepad, Notepad++, etc. None of these have anything to do with a browser, so I'm pretty sure it isn't browser related.
