I was trying to avoid the UniVerse level of copy - since the file in question has over a million records. I was trying in Unix (cp) to take advantage of the speed I would realize. The ULIMIT is set to 128000

The uv command - among other things - raises ulimit; if you're not working within the UniVerse environment maybe your ulimit setting is too low. Use the ulimit command to find out.
