I've tried that and it says "CmdUtils is undefined":

CmdUtils.injectJavascript('file:///c:/ubiquity_commands/script.js',
  Utils.safeWrapper(function(){
    CmdUtils.getWindowInsecure().loadCommands();
  })
)

Contents of script.js:
var loadCommands = function(){
  CmdUtils.CreateCommand({ ... ... ... })
  CmdUtils.CreateCommand({ ... ... ... })
  ... ... ...
}
