Commands like "define" both have a preview and an action (when you press enter). On the other hand, some commands may only have an action. And some may only have a preview.
The problem is how to know which is which. For example, the "thesaurus" command which I use unfortunately doesn't have a preview. But it is always confusing, as the "define" command does. So I may press enter for "define", which doesn't require it, or wait for a preview on "thesaurus" which doesn't offer one... One possible solution would be: -for commands without preview, the preview should say "press enter to active command". -for commands with a preview, a spinner or some other loading indicator could tell you that it is worth waiting and something is coming.
