It is used to allow people to install Linux into a file on their windows 
partition, negating the need for re-partitioning the hard drive to make room 
for Linux. Accessibility of wubi has not been examined yet, and likely won't be 
for this release, however it is hoped that making sure its accessible will be a 
hardy+1 goal.
