For a start, I suggest you try out Ubuntu 7.10, as it is much newer than 6.10, 
and has much better accessibility.

Try disabling GNOME sound events from gnome-sound-properties, and see if you 
can get speech with GNOME sound events turned off. Let me know if you are 
unsure as to how to do this.

Sounds like your card is supported, but something is getting the way of Orca
