  can't dial emergency call number when sim is pin protected and not
  unlocked

Bug description:
  Usually (means on all other phones I owned so far) the emergency call
  number(s) could be called even if the SIM is PIN protected and not
  unlocked yet. On Ubuntu this doesn't work.
