  [camera] camera settings should be easier to dismiss

Bug description:
  from design:
  any selected action in the bottom edge can not be dismissed by clicking in 
the bottom edge area; Can’t dismiss options selector (flash on/off etc) unless 
user clicks in upper 2/3s of screen (i.e. outside of where bottom edge area is) 
- when bottom edge is shown

  After discussing with Ben, the following should close the camera controls 
panel:
  1) clicking anywhere inside the component that shows the camera controls but 
not on a button
  2) clicking outside of the component

  So basically clicking anywhere on the screen other than on one of the
  control buttons should close the bottom edge
