The normal intended behavior seems to be to hide the tab row when the user scrolls, as it does when I use two finger scrolling on the touchpad or the touchscreen. Frequently scrolling this way does not hide the tabs and they stay locked to the top of the frame. The same page may initially hide the tabs while its loading then stop after more of the page loads.
