I've uploaded click 0.1.4, which among other things adds an experimental PackageKit plugin (currently waiting in NEW for archive admin approval). There are still some issues with it, and you should read https://bazaar.launchpad.net/+branch/click/view/head:/pk-plugin/README if you plan to play with it. However, it should be enough for people developing Unity Dash integration and the like to work on that end of things.
This plugin currently implements the SimulateInstallFiles, InstallFiles (i.e. local already-downloaded Click packages) and GetPackages PK roles. The "data" field in the GetPackages result will be "installed:click" for Click packages. I plan to add more roles in the near future, not least (Simulate)RemovePackages, InstallPackages once I work out the download service / search integration, and I suppose the various search roles.
