I just looked at Google ( search terms "thunderbird dictionaries download windows" ) and found this page http://www.mozilla.com/en-US/thunderbird/dictionaries.html which seems to suggest that you can drag and drop the download URL directly into Thunderbird itself using its extensions manager.
