Availability of an IPv6 capable web proxy soon is important.  IPv6 will
be here before the next LTS release.

Finally manually added the PGP key and got the repository to work.
Downgraded from Maverick version to Lucid backports-testing version.

Added repository file /etc/apt/sources.list.d/backporttesting.list
containing.

  deb http://ppa.launchpad.net/ubuntu-backports-testers/ppa/ubuntu lucid
main

Added key using the command

  apt-key adv --keyserver keyserver.ubuntu.com --recv-keys AAC7706F

Browsing using Squid3 works well. http://test-ipv6.com/ reports 10/10
(ipv4) and 9/10 (ipv6). Lost point is DNS issue not browser issue.
