[Impact]

In OBS Studio 30.2.3+dfsg-1~bpo24.04.1, starting recording fails with the
message: "Unable to start the recording helper process. Check that OBS files
have not been blocked or removed by any 3rd party antivirus/security software."
The main purpose of this backport is to fix this bug.

The bug was fixed upstream in version 30.2.3+dfsg-2 [1]. However, Ubuntu's
backport has not been updated accordingly.

In August 2024, Debian fixed https://bugs.debian.org/cgi-
bin/bugreport.cgi?bug=1079732 and released obs-studio 30.2.3+dfsg-2, but
the backport for Ubuntu 24.04 has never been updated and is still at
version 30.2.3+dfsg-1~bpo24.04.1. Our users cannot start recordings.
Please update the backport.
