Yes, You can increase the size of root partition, provided you have
unallocated space / free space in your hard disk.
Please read man pages/ info pages of the following commands.
1. man parted
2. man fdisk
People normally create swap file when they need more swap space.
You can get help from this man pages,
1. man mkswap
2. man swapon
3. man swapoff
Swap file will be slower when it is compared with the access time of swap
partition.
The above commands request you to back up current data of your hard disk.
So use at your own risks.

Another way to increase partition i.e. volume size is to use LVM tools
Related command:
lvm lvmchange lvmdiskscan lvmsadc lvmsar lvm.static
LVM is smart way to mange your disk's space. You will like it.
But read the documents/man pages first, it will accelerate your learning curve.
