Maybe "theft" isn't exactly the correct expression, but there is a law to disallow others from sifting through your garbage to find personal information or company secrets or whatever. If you want your PC recycled (as in: re-used), you can bring it to a "kringloopwinkel" or any other company or organisation that recycles PCs.
