There's still a GPL version of VirtualBox available (from former
Innotek) but no binaries are supplied by Sun/Oracle anymore. Some
projects published some binaries (like http://vboxwin32.sourceforge.net/
or http://code.google.com/p/osebox/) in the past but they don't look
very active.
A freely downloadable personal edition is available on VirtualBox
website (http://www.virtualbox.org/wiki/Downloads) though so this meets
the requirement. And it should work on W7 (I did not try it...).
