Add the ability for a team admin to pull a user from LP

Bug description:
Currently, the lists of users only report admins based on LP and
people who have logged into LTP. We should provide an admin a way to
manually pull a user from LP, so that they can be added to the list of
admins/contacts even if they haven't logged into LTP.
