It looks like you created a Launchpad account and then went straight to the LoCo Team Portal and tried to login. In order to use LTP, you need to be a member of a LoCo Team. Once you are a member of a LoCo team, you should be able to use LTP. What you need to do is join a LoCo Team, wait a couple of hours to ensure that LTP has had time to properly update and then try logging in again. When you login, you are redirected to a page that asks you permission to provide certain information. All of this information needs to be checked so that LTP gets the information it needs.
