Using the discussion we had at UDS Oneiric regarding redefining the membership policy for teams[1] in Ubuntu Bug Control I've updated the Ubuntu Bug Control[2] wiki page.
The relevant change is that team membership is restricted to teams that will only be working on a subset of the packages in Ubuntu and that teams will need to submit a list of packages when applying.
