You *can* get BugControl access for being an upstream developer. Check with... I do not know who nowadays, perhaps Daniel Holbach? But *applying* for BugControl here requires you to abide by the rules of the game. And the rules of the game require knowledge on triaging, and following the triaging standards for Ubuntu. You are not applying for BugControl for Canonical, but for Ubuntu. And BugControl rights are for all *Ubuntu* bugs, not just for your project. Note that you already should have all rights needed for bugs against your project (but not to the Ubuntu bugs related to your project).
