Bug #1568604 has been reopened with a new light-locker task. https://bugs.launchpad.net/ubuntu/+source/xserver-xorg-video-intel/+bug/1568604
I think what's actually happening is that the people still affected are using Trusty (elementary OS Freya is based on Trusty), but the fix was only SRUed to Xenial. There are a lot of people subscribed to that bug, so maybe a Trusty task should be opened for xserver-xorg-video-intel and the situation explained so people aren't bombarded with "me too"'s.
