3.0.1+dfsg-2 has been in proposed for 138 days. It fails to build because its Rust build-dependencies can't be installed (cargo/dh-cargo and the librust-* build-deps are 'not going to be installed'): https://launchpad.net/ubuntu/+source/loggerhead/3.0.1+dfsg-2/+build/32917268 Debian removed it from testing for the same reason (unsatisfiable Rust build-dependencies such as librust-askama-0.12 and librust- rusqlite-0.29), and it also has a piuparts regression there. Nothing else in proposed needs it.
