Also hit this on a desktop machine upgraded 24.04 -> 26.04.1 with
do-release-upgrade on 2026-10-15 (cloud-init 26.1-0ubuntu3~26.04.1,
cloud-init itself disabled / never used). logrotate.service failed on the
first daily run after the upgrade:
error: cloud-init-base:1 duplicate log entry for /var/log/cloud-init*.log
error: found error in file cloud-init-base, skipping
dpkg already knows the old file is obsolete, and its md5sum matches the
new one exactly:
$ dpkg-query -W -f='${Conffiles}\n' cloud-init cloud-init-base | grep
logrotate
/etc/logrotate.d/cloud-init 1136c49642289d614837572cac18d9f6 obsolete
/etc/logrotate.d/cloud-init-base 1136c49642289d614837572cac18d9f6
Since the conffile is unmodified and marked obsolete, it seems this could be
fixed in the cloud-init (transitional) package itself with
dpkg-maintscript-helper rm_conffile /etc/logrotate.d/cloud-init, which
would also cover users who upgrade via plain apt rather than
do-release-upgrade, rather than relying only on a release-upgrader quirk.
Workaround: sudo rm /etc/logrotate.d/cloud-init (or purge cloud-init and
cloud-init-base if cloud-init is unused).
