This is something that exists already in stonking, so not being
introduced in the resolute SRU: the license of src/nvml.h doesn't seem
to be correctly covered by d/copyright.

The same nvml.h file is shipped in src:cuda-nvml-dev-13-2, and there
it's covered under "License: NVIDIA-CUDA-Proprietary". Furthermore, that
package is in multiverse, whereas libnvidia-container is in universe, at
least in stonking.

That seems to imply this nvidia-container-toolkit package should be in
multiverse.

The lrc tool is not flagging this, probably because licensecheck can't
figure out the license type:

$ licensecheck src/nvml.h
src/nvml.h: UNKNOWN

But it's definitely not Apache-2.0 as claimed in d/copyright:

Files: *
Copyright: 2017-2020 NVIDIA CORPORATION <[email protected]>
License: Apache-2.0
