Public bug reported:

AI helped me analysing the issue, cause I am not a real linux expert ;-)

On Ubuntu 26.04.1 with systemd 259.5-0ubuntu3.4 and finalrd 9build2,
every shutdown/reboot prints: “shutdown[1]: Failed to parse
/proc/self/mountinfo: Operation not supported / Unable to unmount file
systems / Cannot enumerate swap partitions, no libmount support.” Since
systemd v259 (upstream issue systemd/systemd#40154), libmount is loaded
via dlopen and is no longer a linked dependency of systemd-shutdown.
/usr/bin/finalrd collects libraries via LD_TRACE_LOADED_OBJECTS, which
does not list dlopen’ed libraries, so libmount.so.1 is not copied into
/run/initramfs. Suggested fix: copy libmount.so.1 (and its dependencies)
explicitly in finalrd.

Thank you in advance :-)
