Tested the kernel from ppa:rossporter506/linux-generic (7.0.0-38.38+lp2169181v2, uname -v: #38+lp2169181v2-Ubuntu ... Fri Oct 9) on the ASUS Zenbook 14X OLED UN5401QA (Cezanne APU, DCN 2.1, Samsung ATNA40YK04-0 OLED).
The glitches are gone: dimming and undimming by PowerDevil now work cleanly, with no corruption and no windows showing through. Before, the stock 7.0.0-38 showed glitches on every dim/undim. No "hogged CPU" or REG_WAIT messages in the kernel log. So this looks like the same issue as bug 2169181.
