Public bug reported:
During an in-place upgrade from Ubuntu 24.04 LTS to Ubuntu 26.04.1 LTS
using do-release-upgrade, configuration of libapache2-mod-fcgid failed.
Package being configured:
libapache2-mod-fcgid 1:2.3.9-4build1
Previously installed version:
1:2.3.9-4
Expected result:
Package configuration completes successfully while respecting the local policy
that keeps Apache stopped during maintenance.
Actual result:
The upgrade log contains:
Setting up libapache2-mod-fcgid (1:2.3.9-4build1) ...
dpkg: error processing package libapache2-mod-fcgid (--configure):
old libapache2-mod-fcgid package postinst maintainer script subprocess failed
with exit status 1
The package installation phase returned:
E: Sub-process /usr/bin/dpkg returned an error code (1)
needrestart was skipped because dpkg had failed.
After the release upgrader finished:
- /etc/os-release reports Ubuntu 26.04.1 LTS, codename resolute.
- dpkg --audit reports libapache2-mod-fcgid as partially configured.
- It is the only package listed by dpkg --audit.
Relevant configuration:
- Apache was deliberately stopped and apache2.service was masked before the
upgrade.
- A local /usr/sbin/policy-rc.d returns exit code 101 for Apache service
operations during maintenance.
- These protections remained in place after the upgrade; Apache is still
stopped.
- Before the upgrade, Apache was version 2.4.69-1+ubuntu24.04.1+deb.sury.org+1
from the ondrej/apache2 PPA.
- The release upgrader's package plan did not list the Apache package itself
for upgrade.
The log excerpt around the fcgid failure does not show a more specific
error. The underlying cause has not yet been determined, including
whether it is related to the retained PPA package, the maintenance
restrictions, or another condition in the maintainer script.
This report was initiated through Apport during the release upgrade.
