I've reproduced the bug on an Ubuntu 22.04 VM. Steps to reproduce:
1. install iptables-persistent and netfilter-persistent
2. configure a couple of rules:
iptables -A INPUT -p udp -m multiport --dports 67 -m comment --comment "000
drop all dhcp" -j DROP
iptables -A INPUT -p udp -m multiport --dports 68 -m comment --comment "002
drop all bootp" -j DROP
ip6tables -A INPUT -p udp -m multiport --dports 67 -m comment --comment
"001 drop all dhcp6" -j DROP
ip6tables -A INPUT -p udp -m multiport --dports 68 -m comment --comment
"003 drop all bootp" -j DROP
netfilter-persistent save
3. install and enable ufw:
apt install ufw
ufw allow 22
ufw enable
4. reboot
After a reboot, ufw is incompletely loaded, the INPUT policy is set to
DROP, but the only rules in it are those DROP rules loaded by iptables-
persistent.
