I've also had the disappearing wallet problem. I had it today, saw this bug, started kded manually from a terminal, and the wallet came back.
In konqueror, it would "forget" all my passwords, without telling my that there was a problem; it would also forget all the SSL certificates which I have chosen to accept despite not knowing the certificate authority (and refuse to remember new ones). Apart from meaning I had to click through two dialogs every time I went to a new page on a self- signed site, it also prevents a particular web based login from working. >From my point of view the biggest problem was the lack of feedback about what happened.
