I don't think that this is a bug since it is a behavoir which ensures
that a lot more computers are able to suspend/resume. E.g. because
usplash works with vga16fb, after suspend my laptop reenables display.
When using another FB, it is not. High-res FB is only necessary, if you
are planning to work on console. Sure, SuSE and other distributions are
using better graphics for boot-up, but why should Ubuntu, if  it breaks
a lot of setups.
