Is that correct? If so, does hal see the ZIP drive after sudo /etc/dbus-1/event.d/20hal restart ? If so, then the problem is somewhere in the hal/udev communication. Also, can you please do a clean boot, then do sudo udevmonitor -e then do 'sudo modprobe ppa' on another console, and copy&paste the udevmonitor output here? (Assuming that there is no /dev/* device for your ZIP drive before loading ppa).
