I too am experiencing this bug.  I only noticed it because loopback
would not come up at boot due to unable to access
/var/run/network/ifstate thus not allowing me to log in through GDM.  I
had to move /etc/rcS.d/S08loopback to /etc/rcS.d/S39 loopback as quick
fix.

Secondly I am getting mounting errors for /var itself due to /var/run
and likely /var/lock (have to reboot inorder to double check).  I tried
moving the order of a few scripts in /etc/rcS.d but it didn't help.

I would not like to have to do this manually especially if an updated
package(s) is just going to set the order back to default.
