I'm disappointed to see no response after a week! The problem continues; it is specific to the 2.6.27 kernel (2.6.27-2 and 2.6.27-3).
Hardy with kernel 2.6.24-19 and Intrepid with kernel 2.6.26-5 shutdown or reboot correctly. Trawling logs shows no entries after "sc-laptop exiting on signal 15" in messages and syslog.
