After extensive testing using the LiveCD version of Intrepid Ibex Alpha5
I can confirm, in my situation, that the USB bug seems to be resolved.
I've been running my toshiba m45-s165 for about 4 days now using an WD
external USB drive, USB optical mouse and various USB memory card
readers and have no experienced any hiccups.  All devices function
normally without interruption, and at their expected speeds.  One thing
I have noticed, though, is that network-manager no longer has an option
for 64-bit WEP encryption password entry in the wifi login screen.  I
realize it's outdated and very insecure, and I'm not sure if this was
intentionally phased out, butit is an annoyance.  Also, i switched my
router to 128-bit WEP key but it still refuses to log on, constantly
throwing me back to the wifi login window, only with "WEP 40/128-bit
hexidecimal" chosen instead of the regular 128-bit that i had selected
before.  I realize this may be a new feature, or a seperate bug, but I
figured I'd kill two birds with one stone.

To sum up, the bug for all USB ports ceasing to function on the toshiba
m45-s165 seems to have been resolved with linux-image-2.6.27-*, as far
as I can tell.  A big thanks to everyone involved.  If you have any
