My field is Mechanical Engineering, not CS. And let there be no mistake, I very much respect the people who work on the packages and I appreciate their efforts.
However, this bug report requests an extremely important feature for ffmpeg and it is being denied (rightly) because of licensing issues. There are two ways to fix this: 1) Rewrite the AMR codecs from scratch under a FOSS license. 2) Relicense the existing AMR codecs. Both approaches are currently under development. This bug cannot be fixed TODAY, but that does not invalidate it. The day will come when one or both of the solutions will come to fruitation, and that day this bug can be fixed.
