I have noticed this for a number of releases - can't remember when I saw it the first time - but never thought much of it. Linux load values include processes that are waiting for io operations. It is clearly that the processor sits around idle during this temporarily high load. So I concluded that the high load (I had a load of 14 just a few minutes ago) is caused by 14 processes that are waiting. After a minute or so my load comes down to close to zero.
