The URL that is being used is incorrect. The good one is: http://archive.ubuntu.com/ubuntu/dists/dapper/universe/binary-amd64/Packages.bz2 instead of http://archive.ubuntu.com/ubuntu/dist/dapper/universe/binary-amd64/Pachages.bz2
