Nope, that's actually by design, too.  When a new window is opened on
another workspace, or it gets the URGENT window manager hint, it shows
up in the window list on all other workspaces so that you know that the
window wants attention from you.  Good feature, that.  :)  Pidgin, for
example, sets the WM hint when you receive a new IM, so that you can see
that the window wants your attention. If you click the window on the
window list, it'll take you to that workspace and window.
