Using Kubuntu here. Steps to reproduce:

1. Check your brightness setting in power manager (e.g. 100%)
2. Wait some time for powersave to blank the screen, or close the lid 
(suspend/hibernate must be disabled).
3. Awake the screen, now the LCD brightness is very dim.
4. Power manager still reports a brightness of 100%
5. Move the brightness slider in power manager, or use the Fn-F7 shortcut; 
brightness will jump to the given setting.

It happens both on battery and plugged in, in a first boot without
having suspended/hibernated previously, every time. Laptop is a toshiba
satellite u200. Please advise on what system information to report.
