Yes, I thought that I had made that clear in my original posting.

AFTER, I have done both SUDO APT-GET UPDATE and SUDO APT-GET UPGRADE
(and yes when I ran these command in went some gyrations of apparently
downloading and installing some stuff - don't ask me what it was doing,
since I have no idea) and then when I subsequently come back to the
desktop after restarting the system, the panel warning yet again shows
the same 47 available updates as apparently still needing to be
installed or if alternately I open update-manager, yes these same 47
available updates STILL appear on the listing as if they need to be
downloaded and installed BUT when I proceed with the normal steps
necessary to start the download and install process NOTHING HAPPENS and
I eventually have to hit the CANCEL button.  Where it gives an error
message basically saying that it could not access and download the
listed updates.
