I just found out what causes the bug, but I could not yet find out why it occurs. I use the neo layout (from http://wiki.neo- layout.org/browser/linux/xmodmap the file neo_de.xmodmap). When the xmodmap file is loaded, the dialog box does not show up, when I unload it, the dialog box works. I'll bring the topic up on the neo-layout mailing list.
