I had this problem in an up-to-date-Kubuntu-8.04 since an kde upgrade as
the original poster reported. The 'sudo chmod 4755 /usr/bin/kcheckpass'
did solve the problem for me, thx Dragomir.

This should be included in an upgrade script. The bug had nothing to do
with scim (in my case). Unlocking now works also while skim or scim is
running.
