I have the exact problem which is described in the first post. I'm trying to 
boot the i386 desktop live cd. It doen't matter whether I am choose the 
ordinary or the safe graphics option the result is the same. About 90% through 
the splash screen it stalls with an irretating image if the splashscreen 
showing an almost filled progress bar stuck on my screen, and it is impossible 
to reach the terminal and the only option is to do a hard reboot. HOWEVER I am 
able to reach a terminal if I add a vga=788 option to the bootoptions. So 
depending on whether you guys think this is the same issue I can provide you 
with all the debugging info you need, let me know what you think. I have 
already looked in the xorg log and I found the same two lines reported in by 
tcybulski:
(WW) ATI:  PCI Mach64 in slot 1:0:0 could not be detected!
(WW) ATI:  PCI Mach64 in slot 1:0:1 could not be detected!

Whats interesting is that you all seem to assume that it is a driver
issue, but if this error is typical wouldn't that seem to suggest that
it is the thing detecting hardware that is the problem?

I did try changing the Driver "ati" to Driver "vesa" and restart gdm but
it didn't work.

So but anyway let me know what you think, if you want I can supply all
the info you need, just post the appropriate commands

My sys is the following:
AMD 64 3200+
ATI Radeon X800XL
1024Mb RAM
