I have a very similar problem: If the battery is not present at startup, g-p-m does not detect if it is inserted. My system does not freeze. Only an exit of g-p-m in the tray bar and a manual start in a console fixes the problem.
But: This "feature" was available with Feisty, so it is quite annoying that it no longer works with Hardy. PS: Once a restart of g-p-m is done the battery can be removed and readded without problems, even after a suspend oder hibernate.
