Reproduce it by going to System > Preferences > Keyboard. Add a new layout, and
attempt to change the default layout.
Yes this happens for all users.

By the way, sorry it got refiled under gnome-applets. There was a button
at the top of the page in a red box saying it was filed incorrectly so I
clicked it. Feel free to delete the one on gnome-applets.
