But if I start with a newly created user, it works. When copying the .gconf/ folder over to the old account, the up-key works again. I diffed the .gconf/ folders but didn't find any key that made it work. I probably didn't search hard enough. I do have the old gconf folder in case anybody is interested in debugging this further. I started over with a fresh ~/.gconf/ folder and hopefully didn't forget to migrat any important setting. Having that said, it's pretty annoying to have to clear the configuration data in order to get a working desktop.
