Many people use webmail these days (my guess would be more people than those using evolution). For those people m-n is useless without these additional packages. Unless there is some mechanism included to install them when needed like e.g. with the codec's easy installation for mp3, they should be installed when installing n-m and therefore be recommended. And people might also want to use this for example in kubuntu where evolution is not the default mail client.
